Set storage sizes

One row contains nine slots; sizes above six rows use multiple pages.

Give everyone three rows by setting this in config.yml.

Enable permission-based sizes. Custom-default-size controls the fallback row count.

Import file-based pages from the EnderChest plugin by fernsehheft. Remove the old JAR first, retain plugins/EnderChest/data, and configure the source path if needed.
